In conjunction with the International Day of Persons with Disabilities (IDPWD) 2025, the Department of Community Development (JAPEM), Ministry of Culture, Youth and Sports (MCYS), in collaboration with Special Religious Education Division (BPKU), Islamic Studies Department (JPI), Ministry of Religious Affairs (MoRA), Special Education Department, Ministry of Education, the National Council on the Welfare of Persons with Different Abilities (MKOKU), The Paraplegic and Physically Disabled Association (PAPDA), Pusat Ehsan Al-Ameerah Al-Hajjah Maryam and An-Nur Harapan, organised the Kesyukuran Prayer Ceremony And Loving The Al Quran In Conjunction With The International Day Of Persons With Disabilities (IDPWD) 2025 this afternoon, held at the Banquet Hall, Legislative Council Building.

 

The ceremony aimed to cultivate love and interest towards the Al-Quran among Persons with Disabilities (PWDs). A total of 36 PWD participants attended, consisting of special needs students from secondary and religious schools, PWD trainees of Pusat Bahagia from the four district, Pusat Ehsan Al-Ameerah Al Hajjah Maryam, PAPDA and An-Nur Harapan.

 

Present as the Guest of Honour at the ceremony was Yang Berhormat Dato Seri Setia Awang Haji Nazmi Mohamad, Minister of Culture, Youth and Sports.

 

The ceremony began with the recitation of Surah Al-Fatihah, followed by welcoming remarks from the Chairperson of the Ceremony Yang Mulia Dayang Fauziah binti Haji Mohd Salleh, Acting Director of Department of Community Development. Subsequently, the Guest of Honour delivered an address emphasizing the importance of collective commitment in strengthening an inclusive culture, in line with the theme “Fostering Disability Inclusive Societies for Advancing Social Progress," particularly in providing a disability-friendly environment, responsive policies, and equitable opportunities for persons with disabilities (PWDs). The address also conveyed appreciation for the potential of PWDs as contributors to national development, while highlighting that the love for the Al-Quran is universal and capable of nurturing spiritual well-being regardless of physical, intellectual or visual limitations. Government initiatives such as the provision of Tahfiz Study Scholarships for PWDs under JAPEM, further demonstrate continuous support for their active participation in promoting Islamic values and contributing to national progress. Overall, the ceremony serves as a platform to foster awareness, unity, and respect for the PWD community, while encouraging society to build an ecosystem that is inclusive, harmonious, and just. The ceremony then proceeded with the screening of a short video featuring the achievements and development of PWDs in Brunei Darussalam.

 

The ceremony then proceeded with a prayer before the recitation of the Al-Quran, followed by the recitation of Surah Al-Waqiah and Surah Al-Mulk, as well as a prayer after the recitation of the Al-Quran by the participants.

 

A special talk titled “The Beauty of the Al-Quran in the Lives of Special Individuals" delivered by Yang Mulia Dr. Haji Noralizam bin Haji Aliakbar, Assistant Professor, Faculty of Syariah, Seri Begawan Religious Teachers University College. The key points of the lecture emphasizing that Al- Quran is a faithful companion of believers as a source of guidance to the truth path, comfort and strength when facing any test of life, it will also become a "special person" in this world, in the barzakh and in the hereafter for believers who read and practice Al- Quran.

 

The ceremony continued with the presentation of souvenirs and certificates by the Guest of Honour to the participants, the speaker and sponsors. The ceremony concluded with the recitation of the Thanksgiving Prayer and the Doa Peliharakan Sultan dan Negara Brunei Darusslam led by Yang Mulia Haji Mohd Azrol Alim bin Haji Zaini, Pegawai Hal Ehwal Masjid, Pegawai Pemantau Zon 2, Masjid Daerah Brunei dan Muara.

 

Also present were Yang Mulia Dayang Hajah Nor Ashikin binti Haji Johari, the Permanent Secretary (Community), Ministry of Culture, Youth and Sports, Yang Mulia Dayang Hajah Fauziah binti Haji Abdul Hamid, Acting Deputy Permanent Secretary (Culture), Ministry of Culture, Youth and Sports, Yang Mulia Dayang Fauziah binti Haji Mohd Salleh, Acting Director of Department of Community Development, senior officers from MCYS, MoRA, Ministry of Education, MKOKU, non-government organisations, MCYS strategic partners and sponsors.​
