Kazan, Republic of Tatarstan, Russian Federation – Thursday, 26 Zulkaedah 1447 ​ / 14 May 2026 - Yang Mulia Dr. Siti Norkhalbi binti Haji Wahsalfelah, Deputy Permanent Secretary (Culture), Ministry of Culture, Youth and Sports (MCYS), attended the Congress of Ministers of Culture of the Organization of Islamic Cooperation (OIC) Member States, held in Kazan, Republic of Tatarstan, Russian Federation.


The congress gathered representatives from 28 countries and three international organizations to strengthen cultural cooperation, knowledge exchange, and the development of strategic relations between OIC member states and the Russian Federation.


Throughout the congress, discussions focused on several key agendas, including cultural dialogue as a medium to enhance global understanding, efforts in preserving cultural heritage, and the advancement of creative industries and contemporary arts as catalysts for economic and social progress.


The choice of Kazan as host underscored its role as the Capital of Islamic Culture, reflecting the significant contribution of the Republic of Tatarstan in promoting cultural diversity, tolerance, and universal harmony.


The forum also emphasized the importance of continuous preservation of historical and cultural heritage worldwide. In this regard, the Russian Federation shared its achievements in managing more than 162,000 registered heritage objects, including 33 UNESCO World Heritage Sites, underscoring its commitment to safeguarding cultural heritage for future generations.


Yang Mulia Dr. Siti Norkhalbi further emphasized that culture and heritage are not merely reflections of national identity but serve as strategic assets contributing to economic development and strengthening the creative industries. She also highlighted the role of culture as a medium of diplomacy and a bridge to foster international understanding.
